Lance H. Spencer is a global executive, board member, and retired U.S. Air Force Colonel with more than three decades of leadership at the intersection of  defense, telecommunications, cybersecurity, and space operations. He is widely recognized for scaling complex organizations, modernizing mission-critical infrastructure, and delivering sustained growth across government and commercial markets.

As a Divisional CEO and Global President at AT&T, Lance led businesses with up to $400M in P&L responsibility, managing organizations of 400+ professionals. He delivered double-digit and peak 52% year-over-year growth, secured over $1.5B in new contracts, and played a central role in the U.S. Department of Defense’s entry into 5G. His work included winning billions of dollars in defense contracts, shaping national spectrum policy, leading a $250M divestiture, and building an industry–government consortium of 30+ global technology companies, which secured federal funding for next-generation network innovation.

During his 25-year U.S. Air Force career, Lance commanded global cyber, space, IT, intelligence, and communications operations, leading organizations of 1,000+ personnel with $2B+ budgets. He established a $6.3B military satellite communications program that continues to provide protected global connectivity, served in NATO and joint combat roles across Europe, the Middle East, Africa, and the Arctic, and was consistently rated in the top 1% of officers. He is a member of the Air Force Cyberspace Hall of Fame and a recipient of the Legion of Merit.

He holds a BS in Electrical Engineering from Tulane University and an MS in Industrial Engineering/Business Administration from the University of Nebraska, along with advanced national security and military education.
